Foreign Expert Certificate for non-native speakers

Hi! I am an English Teacher from the Philippines. My school is trying to get a Z visa for me but in order to do that, I must be given an FEC which I am qualified except that I am not a native speaker. Do I have a chance to have it?

Milanie, I read the requirements and no one says that you have to be a native speaker to apply for the FEC as an English teacher. So I think you still have a chance to get it.
