English teacher (non-native)

Is it really impossible to apply for Z visa in China without a bachelor's degree? I have almost 3 years of teaching experience as an English teacher in an online English school for Chinese students. Plus I have a TESOL certificate (140-hour). Now, I have job offers in some kindergarten schools in China but I'm afraid that I can't comply the college dimploma.

According to China laws, if you don't have a bachelor's degree, it's impossible to get a Z visa, but some agencies may find a way out. I'm not sure whether they do this legally.
