can i get an agent to help me out?

Please I have applied for the students visa for three times and I have been refused for three times without being giving a reason to how I was refused. I have already paid my tuition fees to the university before my jw202 was made and I will lose my money if I don't get the visa. Please can I get an agent who will help me get it this time through protocol means?
