MY FRIEND IS A VIETNAMESE, CAN SHE ENTER MACAU WITHOUT ENTRY PERMIT OR IF SHE DOESN'T HAVE ONE, CAN SHE MAKE IT ON ARRIVAL TO MACAU?THANKS

Sorry, Elain, she needs the entry permit for Macau and she can't get it on arrival. She has to get one in advance through the PRC embassy in her country.
