is there a way in which I can opbtain a hk tourist entry permit on express basis in Ho Chi Minh City

As the application will be transferred to HK for approval, I'm afraid you can use the express service. If you want the process to be faster, you can fax the application form as well as supportive documents to (852) 2824 1133 first and mail the original copies to HK Immigation Department.
