Can I apply for an S1 family visa for China in Manila?

I'm a Canadian citizen who is married to a Filipina and we got married in the Philippines. We live in Shanghai. Due to time limitations, I'd like to apply for a new visa in Manila and can't do while in China. Possible for non-resident?

If you are just temporarily staying in the Philippines, the embassy may not accept your application.
