What if we do not need a visa for the country we are traveling to (the third country)?

For example, if we are traveling from Korea to Beijing to the Philippines and we have the tickets bought for all of them but we don't have entry permit for the Philippines because we aren't required by them to have one, will we still be able to do the 72 hour stay?
