About:China Customs Declaration

I have a friend from the Philippines that had a bag with drugs and get stopped in customs.

What will happen to her?

Do you really mean "drugs"? If so, she will be arrested. If it is just prohibited regular medicines, they will be confiscated and your friend shall be free to go.
