Student visa process

Dear sir/madam
Some of my friends want to go china to study Chinese language. They are Nepalese citizens. how should they apply for student types.do they must apply from Nepal ? Or Is it possible, if first they take tourist type and go . After arriving, contact the University and register for student. And process for student type. Which one is the better?
