About:Hong Kong Visa Policy

My daughter will be studying in Hong Kong for a year and has applied for a student visa.

I am concerned it may not come back before she leaves as it can take more than 6 weeks and she is leaving in 6 weeks. If it does not come back in time, can she enter HK as a tourist, and then leave and re-enter as a student after she has received her student type?
