About:Chinese Consulate in Los Angeles

I'm in the State of Hawaii and was curious how to get the non-criminal report.

Aloha,
Is this the same as a background check?

Robert, it is similar to a background check. You should first confirm that you need a non-criminal record from the local police department or the FBI.

If you need one from the local police, just go there and get it. Next have the document authenticated by the Secretary of the State. Then take the authenticated document to the consulate in LA and have it authenticate again.

If you need one from FBI, after you get it there, you should have the document authenticated by the Authentication Office of the Department of State. Then take it to the consulate and proceed the authentication.
