(from the time to take Peak Tram at lower terminus and return). Can I do it within 4 hours? What's best time of the day to visit the Peak, whether morning, afternoon or night time?Thanks

Yes, you can do it in 4 hours. The best time to have fun is  early morning. During that time, you don't need to line up for the peak tram. Also the peak is not crowded so tha you can have a good sightseeing.
