The price for 5 day Shenzhen VOA is the same for all citizenship, US included - 130 CNY. The payment is by bank card only. The price of 971 CNY is related to other type of visa, not Shenzhen 5 day VOA. The citizens of the countries not exempt from Chinese visa policy, US included, simply have to obtain a visa if they want to visit mainland China regardless of the length of stay. In other words, you will have to obtain a visa at the border crossing, Huanggang if traveling by bus or car, Lo Wu / Luohu if you plan to reach the border by taking MTR suburban train. You can return back to Hong Kong by taking any border crossing and also any mean of transport, high speed train included. There is one a bit more complicated option how to travel visa free and that scheme is called 240 hour visa free transit. This scheme allows you to travel extensively through a good portion of mainland China visa free, but there are several conditions you have to fulfill in order to be eligible. You will have to depart to mainland China by ferry from Macau to Shekou in Shenzhen, stay in mainland China for more than 24 hours and buy a ticket (plane, train or ferry) from mainland China to Hong Kong that you would be able to present in both Macau and in Shekou. If you plan to use 240 hour visa free transit, this is a logical effort if you plan to travel for more days and also farther than Shenzhen. If Shenzhen is your goal and just as a day visit, Shenzhen 5 day visa on arrival is the way to go. Have a nice visit to Shenzhen.
