If I have flight from city A back to city A, German citizenship, 72 transit-free rule still applies?

I will be staying in Japan, Fukuoka and am planning an under 72 hours visit to Shanghai, so my flight will be from Fukuoka back to Fukuoka. Does this rule still apply? I have German citizenship.
