Is it possible to apply for a L visa without leaving the country?

Hi,
currently I am studying in China and have a X1 type, which expires on 31st July.

Meggy, you can apply for an L type at the local exit and entry administration bureau before your X1 type expires.

I'm in the same situation, but my resident permit expires on 15 July.
I went there in order to ask about L type, and office worker said that I need to give them "境外人员住宿登记", what exactly is it?
