About:72-Hour Visa-Free Transit

Can I leave the airport with a visa on arrival letter for Vietnam?

Flight between Toronto and Saigon with a 27 hr layover in Shanghi. I have a "VOA" letter from the VN embassy. Will this allow me to leave the airport?
