About:Chinese Embassy in Lebanon

my chinese friend is traveling to lebanon , can she get visa upon arrival at the airport?

Joe, as far as I know, she can get the VOA at the airport in Lebanon. However, she must have a valid visa for a foreign country on her passport. Otherwise, the Chinese immigration may not allow her to board on the plane.
