applying for q1 visa

I am little bit in a budge here. I used to obtain a residence permit every year in China. My son is Chinese and so I used to stay with him. Now I came back with a L type. As I understand I need to change it outside. Can I do this in others countries such as the Philippines or do I have to either go to Hong Kong or my country of origin?

Dominik, if you don't have resident permit in Philippines, I think that your application may not be accepted. You might be able to apply in HK via an agency. However, the agency usually charges a huge amount of money as service fee. Then it seems that going home to apply is your only choice.
