Hey, according to Chinese embassy in India, those who plan to go on a pilgrimage to Tibet are required to join the pilgrimage groups arranged by qualified tour agencies. The embassy has no right to issue individual visas to these people. Many Indians go to Nepal and ask the tour agencies there to help them finish their pilgrimage.
Another way is to join the pilgrimage tour arranged by your Ministry of Foreign Affairs in your country. According to the embassy, diplomatic note, group member list of the applicants and introduction letter from your employer are required.
