About:Beijing Capital Airport T2

Will be arriving at PEK at 1 am and take the train to Jinan at around 7 am.

Is there a safe waiting area where passengers can stay while waiting for the daytime to come out of the airport?

Yes, you can just sleep on the benches or chairs in the waiting hall and leave in the early morning. It is safe enough. Don't worry! But it would be a little cold. Apart from that, hourly lounges are available at all terminals. You can stay for several hours in a lounge.
