3-Month M-Visa for German citizen

Hello!
I am a German citizen, currently staying in Turkey (with Residence Permit) and I would like to apply for a three month double entry M-business type in Ankara.

Is it in general possible to get such one abroad, or do I have to apply for it in Germany? I know that this is the case in some countries (e.g. Japan), where a foreigner cannot get a M type for duration longer than 30 days.
