are there cheap eats around the area? and since we are booked at the Venetian and will only accept checkin at 2pm can anybody suggest where can we put our luggages while we go around the Senado square?

You can sightseeing in a relaxing way and get luggage back after checking in the room.There is a Mcdonald's that located nearby the hotel. And the price is lower than other restaurants nearby. So you can go to try it.
