Refund for unused value in Smart Card in Hangzhou?

Above text reads: "You need to show your ID and store at least CNY300 in your new card."
It is unlikely a visitor will use up all the money during a short term visit. Is there a possibility to return the card and get a refund for the unused part of the money loaded on the card.
