Guatemala passport holder studies in USA will travel to China/Hong Kong/Macau with the group

Does this Guatemala student need to apply for the visa before he travels to Macau? He is applying for the mainland entry permit, and does not need the permit to enter Hong Kong ,how about the entry permit to go to Macau? If he qualifies to get the VOA, what type of documents that he will need to bring with him? He will be traveling with the entire study group together for the day he stays in Macau.
