About:China Visa Application in USA

do I still need to apply for a visa or does it fall into the 72 hour free visa transit rule?

If I'm a U.S. citizen coming from HK and stopping by Shanghai to visit for 3 days.

After visiting Shanghai, where will you go? If it's not HK nor part of mainland China, then you can use the 72-hour free transit. Remember that to use this policy, the whole route shall be proceeded by air.
