IAD to ICN, to PEK to ICN (9 hours layover) to IAD. Do I qualify for 72 hours free visa?

No, you are not qualified for the 72h visa-free policy, which actually doesn't apply to round trip. But for your 9h stay, you can enjoy the 24h visa free transit. Upon landing, apply for a stay permit and you are allowed to leave the airport.0
