If I can go from Shangri-La to the White River, watch the scenary and come back to Lijiang?

Yes, but a transfer is needed. Take a bus at Shangri-la Long-distance Bus Station to Lijiang first. Then I'd suggest you rent a car or taxi for a round trip to the river to have a fullest visit.

Bus schedule from Shangri-la: 08:00 - 16:00, 12 buses in total.
