Is there an airport shuttle bus from Lijiang bus station to the airport?

No, there is no shuttle bus from the bus station to the airport, but you can take a bus or taxi to Lantian Hotel, where you can take the airport shuttle bus to the airport. The hotel is about 1.8 miles from the bus station.
