On return from London to Auckland, I have a seven hour wait at the airport. Am I able to go into the city for about two hours without a 72hour visa transit?

Yes, you can. For passengers with the transit duration within 24h, they can easily apply for a stay permit in the airport. Presenting that, you will be allowed to leave the airport for a short visit of the city.
