About:Chinese Embassy in U.S.A.

I'm in California where I can't apply for visa by mail, can I apply thru Washington?

I'm afraid you cannot apply through Washington. The embassy there won't accept your application. You are required to apply from Chinese consulate that has jurisdition in your area. If you live in North California, you should apply from Chinese cosulate in San Franciso. If you live in South California, you should apply from Chinese consulate in Los Angles.
