Visa without ARC

Dear TravelChinaGuide,

I see that the information at the top of the page states that a foreigner must have an ARC to apply for a China visa in Seoul. I'd just like to check if this information is up to date as I am only in Seoul as a tourist so I don't have an ARC (but I've heard that maybe the rule has been changed recently)
