Is there a way to avoid the CVASC processing fee?

Can I come to the Chinese Embassy on St. Patrick Street in Ottawa to submit my Visa Application and avoid the CVASC processing fee? Is there any difference in processing times?

Phillip, if you are not holding diplomatic or official passport nor applying for the entry permit for Hong Kong and Macau, you have to submit your application to the CVASC center. And the processing fee is inevitable.
