About:72-Hour Visa-Free Transit FAQ

JFK-PEK-BKK-Xian-JFK

If I book 1 way tickets for each leg, can I still take advantage of the 72 hour visa? It is cheaper to do JFK to PEK and then PEK-BKK. So do 1 way tickets count?
