Yes, you need it. If you are only visiting Shanghai for leisure purpose, you should go to the consulate or embassy and provide your valid passport, a photocopy of the passport, a filled application form, your recently taken color photo, the original and photocopy of your residence card in Japan, roundtrip tickets and hotel reservations.
