Can I apply 港澳居民來往內地通行證 in Sydney Consular Office (Australia) 首次申請 (first time application)

I am an Australian Citizen, also a holder of Hong Kong ID card & Hong Kong SAR passport, planning to visit China in April 2015. Can I apply 港澳居民來往內地通行證 in Sydney Consular Office (Australia), 首次申請 (first time application) or I must go to Hong Kong to apply? If it can be done in Sydney, what are the procedures and how long it will take. Thank you for your advice.

Patty, as you have obtained Australian citizenship, according to Chinese nationality law, you are not citizen of China any more. So you can't apply for the Home Return Permit. You should apply for an entry permit just as other foreigners do.
