Visa application in Japan 9 days before departure

I am a British citizen living in Japan, looking to visit Beijing in March.
I have been unable to find a travel agent who can help me apply for an entry permit (they say they can't, I'm not sure if they mean this is embassy rule or company rule).
So, I will have to go to the consulate in Fukuoka and apply by myself. However, due to work the earliest time I can go is 9 days before I plan to depart. Your FAQ here says to apply at least 2 weeks in advance, but the process only takes 4 days - do you think 9 days will be enough?
I am also planning to call the consulate in Fukuoka, but I am not sure if they will be able to speak English.
Thank you!

Yes, the process takes four working days only. However, in some cases, it may take longer. What is more, it there happens to be a public holiday or something, your application may be delayed, that is why we suggest you apply for it at least two weeks in advance. But if you only have nine days to do it, it is still possible to get it.
