the consulate office is in a different state

I live in Florida, but the Visa Consulate office is in Texas, and it says that I cannot mail my application. I am not using a travel agency and I do not know anyone in Texas. What is the procedure? Is there anything near Tampa Florida?

If so, you have to go to the consulate in person to submit the application. Sometimes, the officers of the consulate may go to some states to facilitate the applicaton, however, it does not happen regularly.
