Indonesia passport holding Hong Kong work permit want get VOA at lowu port.

I newly granted hkg work permit but not yet get the temporary HKId card. I Hv obtained multiple entries for one year to china before but now expired. Wish to go china urgent to see a relative this weekend. Can I get VOA at lowu port? I am holding Indonesian passport. Pls advise. TKs. Urgent. Vikki
