About:72-Hour Visa-Free Transit

72-hour Transit Visa Exemption for Canadians

I am a Canadian living in Busan, South Korea and heading back to Toronto, Canada with a 22 hr layover at Pudong (Busan - Shanghai - Toronto) . I want to apply for the transit one for this layover but according to CVASC in Canada,
"The visa-free travel is only offered to passengers who are transiting China on their way to another/third country (not Canada), and will be staying in Beijing or Shanghai only."
The "not Canada" part made question my eligibility for the transit one. Would I still be be eligible?
