Can Russian passport holders get visas at Shenzhen border?

J, Russians can't get five-day special VOA for Shenzhen from Shekou Port. This is what I heard. So I am afraid that they may not get it from Luohu and other ports in Shenzhen. If possible, please apply for one in advance.0
