obtain china travel visa, from nicaragua, without having to fly to costa rica

Question

My friend is retired, lives in Nicaragua, UK passport, he would like to visit us in Shanghai in April. He would prefer to NOT travel to Costa Rica to do his entry permit. Can he fedex the paper work to the embassy?. If so? address to who? how long would it take to process the entry permit?

Marisa, mail application is not accepted by Chinese embassy any more. If you friend doesn't want to apply in person, he might try to contact some agencies to see if they can help him apply.
