Can Mexicans obtain a visa upon arrival? I'm Mexican but a Hong Kong resident.

The citizen of Mexico can obtain a 5 days Shenzhen VOA definitely. Your Hong Kong residency is not that relevant, but it can somewhat help and thus you can present it to the visa office officials. There is no question about it. It is just necessary to arrive at the designated border crossing in the morning hours, preferably at Lo Wu (Luohu) for Shenzhen VOA, and apply there for a visa. The price is 130 CNY and is expected to by paid by card. If you plan to stay in Shenzhen overnight, it is advisable to bring an accommodation booking confirmation for at least the first overnight.
