Hong Kong entry permit for non swedish citizen

Hi my wife is vietnamese citizen and she need a visa to hongkong, can she apply it at china application centre in gothenburg?

No, the application center only accepts entry permit application for mainland China, so you can go to the consulate in Gothenburg or direcly mail your application to the Hong Kong Immigration Department.
