About:China Visa Application in USA

People Live in Texas to Apply Visa in D.C.

I am a citizen living in Texas, not in Houston. Since I have a friend in DC, can I ask my friend to submit the application for me from Chinese consulate in DC?

Dan, I am afraid that you can't apply in Washington DC. According to the embassy, you should apply from Chinese consulate in Houston. If you can't come in person, please your friends or families to submit your application.
