Visa required or not

Dear sir / Madam

I am writing you to know if I need one or not:
1) I am an Indian passport holder
2) I am currently working in japan on 3 years work permit.
3) I am travelling by China Eastern and I have to Change from SHA to PVG in shanghai.
4) I have 22 hours lay over in Shanghai in which I have to change airport.
5) I am coming back to Tokyo using the same airline.

Kindly provide me the necessary information.
