About:72-Hour Visa-Free Transit

Free transit visa: I have a flight from DXB to KMG and then an 11 hour layover.

Then I fly to Shanghai and have an airport change and 23.5 hour layover. Then I fly from PVG to cairns. Can I use the 72-hour free transit and still leave the airport in either kunming or Shanghai?

If you fly from DXB - KMG - PVG/SHA - Cairns, you are unable to enjoy the 72-hour free transit. Since your transferring time is over 24 hours, you are unable to enjoy the 24-hour transit neither.
If you fly from DXB - PVG/SHA - Cairns and stay in Shanghai for less than 72 hours, you are able to enjoy the 72-hour free transit.
