About:Chinese Consulates in Japan

A Philippine passport holder and a Japan long term resident visa holder want to transit in Shanghai

I currently live in Okayama and had planned out a trip to Vietnam for the holidays.
I've booked my flight 4 months ago and received full details of my transit thru Shanghai on December 23rd of 2014.
I went to Thailand last August and had a transit in Shanghai which I did not have any problems with.
This time the ticketing agency just notified me today that there is going to have a slight change with the transit, instead of 6 hours they changed it to 36 hours due to "an operational schedule change airline has made". I do not want to spend the first 48 hours of my vacation in the Airport, And I know I need to apply for a day permit for me to enter the municipality of Shanghai but with the very short notice and my work schedule I worry that I wont be able to go to Osaka and apply for one.
Are there any other way for me to avail a day pass in Shanghai?

You can find a local tour agency to help for the application since you cannot go in person. There is no better method to solve this problem.

The Osaka consulate said that they could issue transit types for 7 days through China without using a travel agency
