About:Chinese Consulate in Melbourne

I am an applicant under 18 , born in china and have a Australian passport.

I applied a double entry visa at CVASC however they told me to go to the consular in toorak

what are the documents needed for that ? same documents ?

Since you were born in China, you may be regarded having Chinese nationality by the CVASC, so they ask you to go to the consular to apply a travel permit.

You may try to contact the consulate first to consult the nationality issue. If they regard you have a Chinese nationality, you can inform them to give up your Chinese citizenship and then apply a double entry type at the CVASC.
