international transfer t1 to t2 at pvg

Question

I am arriving on a flight from Taipei on Shanghai Air in T1 and departing on United airlines in T2.  I have a 3 hour layover.  Do I need to clear customs/immigration to get my boarding pass for United Airlines in T2?  Do they have a train or bus that runs between terminals for transfers?

Clear customs/immigration is needed.The transit process is : after arrival, you walk through the international arrival access; do the joint inspection and quarantine and clear immigration, after claim your luggage, through the international arrival hall, you can go to the 3F for boarding.There are terminal buses in PVG, with an interval of 10 minutes.
