Special circumstances during residence permit processing
I asked this before, but my question somehow does not show up anymore. Because processing times for residence permits are so long (I heard up to 25 working days for the whole process), what happens if you need to leave the country urgently? I read a news article which cited an official saying "For those with special circumstances, such as travel, leaving the country or having other emergencies, during the time period, the administrations can send back their passports temporarily. But these applicants must return the passports when their situation comes to an end." More specifically: how does this process work, what documents / evidence / proof do you need to provide, and what are the chances that this exception is actually granted to you?
