Special circumstances during residence permit processing

I asked this before, but my question somehow does not show up anymore. Because processing times for residence permits are so long (I heard up to 25 working days for the whole process), what happens if you need to leave the country urgently? I read a news article which cited an official saying "For those with special circumstances, such as travel, leaving the country or having other emergencies, during the time period, the administrations can send back their passports temporarily. But these applicants must return the passports when their situation comes to an end." More specifically: how does this process work, what documents / evidence / proof do you need to provide, and what are the chances that this exception is actually granted to you?

Hi, Marvin, where do you get this saying?
Based on the policy I know, it is impossible. During this process, you are unable to leave China. You can travel around China with the slip they give to you when making application.

Personally speaking, you are suggested to go to the local Exit-Entry Adminstration Bureau for confirming, because they are the authority to control this.

Hi Sean,
Thanks for replying. I got this from an article of CCTV. The problem is that I cannot confirm in advance as I am not in Beijing and I am worried I will be stuck in Beijing over Christmas. If you have an idea how I can solve the problem / expedit the process, that would be awesome.

If the news is from the CCTV, it is probably right. I did not meet this kind of situation, so not sure about it.
Usually, the resident permit will you be got around 15 working days, so it may not affect your travel.
